摘要
The Taiwanese government has already proposed various guidance systems to assist small- and medium-sized enterprises (SMEs). However, how to evaluate strategies to solve entrepreneurial problems has become an important issue. The main objective of this study is to assist government to select the optimal alternatives for solving these types of problems. A systematic method, derived from the decision-making trial and evaluation laboratory method, is proposed which analyses the relationship between each criterion. Following on from this, both the analytic network process and zero-one goal programming are incorporated in obtaining a feasible entrepreneurship policy under certain restrictions. The ranking alternatives are provision of finance, skills of the assistants, holding conferences and publishing spreads on SMEs without qualifications. This study provides a systematic method to enhance the quality of support for SMEs in addressing the ratio of SMEs more effectively.
