國內政府機關BIM推動策略分析與改善建議之研究

The application and development of Building Information Modeling (BIM) has attracted much attention globally. Government agencies in Taiwan have their own strategies and execution plans to implement BIM technology. However, there is no systematic analysis to explore and analyze BIM implementation strategies, which is valuable for other agencies to learn and then to develop appropriate ones. Based on the benchmarking approach, this research collects the BIM implementation strategies from six government agencies in Taiwan and three benchmark countries to investigate BIM implementation related works. Furthermore, this research carries out several interviews with the professionals in the agencies and then performs comparisons on identified strategies with the strategies from three benchmark countries to clarify the strategies in each government agency and to propose some suggestions for possible improvements. This research concludes that the BIM implementation strategies in studied government agencies in Taiwan has demonstrated preliminary performance, and the implementation strategies and action plans by studied government agencies are interrelated and valuable for others that attempt to adopt BIM. Identified BIM background information and proposed implementation roadmap for the government agencies in Taiwan would be valuable for potential BIM user and could be used as the fundamental for further research on developing innovative BIM implementation strategies.
