A successful portfolio requires students themselves, instructors, and peer spend considerable effort to participate activity. To facilitate portfolio process, a web-based portfolio system WebPor based on the concept of portfolio- and peer-assessment is presented in this paper. WebPor consists of a web-based peer-assessment segment called NetPea, a learning by discussion segment, and a web storage facility. The developed system has been implemented at an Institute of Technology in Taiwan, the result shows it achieves effectiveness significantly.
