Satellite image-based analysis to estimate the development of Industrial Parks in Taiwan

Abstract

The industrial development plays a key role in Taiwan. In early development the government has preserved several industrial lands for the establishment of Industrial Parks, as time changes, it's important to understand the development situation on these Industrial Parks. The goal within this study is to assist the Construction and Planning Agency Ministry of the Interior to understand the development of Industrial zones, as a reference of new application or necessity of Industrial Park establishment. The study results in the analysis of 453 industrial parks developments. The approach builds upon satellite imagery and references of National Land Usage Database to classify 3 specific objects as urban road, building, and non-building by using object-based classification. Consequently, this study recognizes the establishment ratio per Industrial Park. According to establishment ratio, there are 58 Industrial Parks hold over 70% ratio. However, the number of Industrial Parks that are between 35% and 70% ratio is 214, while the others are under 35% ratio. Summarize by industrial types, the highest establishment rate is the registered industrial zone in New Taipei City located in the Northern region with a 97.2% establishment ratio. And based on the establishment ratio results, a recommendation for new application of an Industrial Park may be applied to Yunlin County, which has an establishment ratio of 1.4% and an area of 33Km2.
