MANPOWER SUPPLY PLANNING FOR AVIATION POLICE SECURITY INSPECTION DUTIES

Abstract

The study considers manpower demand in different periods with the related constraints and apply mathematical programming techniques to construct two airport aviation police manpower supply planning models. The first model uses the objective of minimizing the total hours of manpower supply to formulate the basic model of aviation police manpower supply planning for security inspection duties. In practice excessive manpower does not only result in an increase of cost. With a suitable use the excessive manpower may bring additional value to the organization. Therefore, the manpower supply model that considers the value of surplus manpower is also built. These models can be optimally solved using the mathematical programming software CPLEX. To suitably evaluate the proposed models, we perform a case study using the relevant data with reasonable assumptions from a domestic aviation police bureau. A number of sensitivity analyses for different parameters are also conducted. The results are good, demonstrating that the proposed models could be useful planning support tools for the decision maker.
