Complexity reduction of H.263 to H.264 transcoder with fast mode decision

Abstract

In the paper, we propose a new algorithm to dramatically reduce the complexity of transcoder. In our H.263 to H.264 transcoding, the time consumption for motion estimation during encoding process is shortened. The new algorithm uses the information extracted from decoder, and the modified motion vector decomposition algorithm is also proposed. During motion re-estimation, extensive experimental results and analysis show that the complexity is reduced significantly.
