Abstract
In software development or in the management domains with rapidly changing requirements, agile project management has been proven to be a new effective methodology that is more likely to enable teams to deliver on-time, highquality results. Under the trend of global warming and climate change, governments of various countries are facing more and more serious disaster events. Compound disasters have become the norm, but the countermeasures are missing in the government side. Thus, how to integrate governments at all levels and civil forces to carry out disaster preparation has become an important issue. This research aims at preliminarily exploring the application of agile project management in compound disaster preparation and introducing the key points of agile project management and literature cases. Further, literature shows that finding appropriate agile consultants to join and guide the compound disaster preparation team has been identified as one of the difficulties in introducing agile project management. This paper therefore recommends use of the nearest neighbor search scheme according to the characteristics of a given disaster preparation team and the current disaster. Then, managers can look for the agile consultants with more suitable nature to join, in order to effectively run in and successfully apply agile project management. Finally, it is expected to explore all the aspects of a compound disaster that require agile project management, so that the overall disaster preparation work can become more complete and the safety of people's lives and properties can be guaranteed.
