Since the establishment of the Hakka Affairs Council, it has been committed to formulating policies to revitalize the use of Hakka Languages. In order to grasp the basic population characteristics and regional distribution of the Hakka ethnic group, it conducts the survey of the Hakka Language and the basic data for Hakka population across the country, which as an important foundation of the promotion of Hakka population policy and the recovery of Hakka language, actively and regularly. In which, “Survey on National Hakka Population Basic Data” and “Survey on Use of Hakka Language by Taiwan Hakka Population” are two of the most important and time-sensitive surveys. To explore the correlation between Hakka policy and the use of Hakka language, population development trends. Take the key area of Hakka cultural development as an example, If only analyzed the survey data over the years, we can discover that the frequency of the usage for Hakka language is declining. However, if we integrate and analyze the“Survey on National Hakka Population and Language Basic Data” in 105 and 110 years, it shows that there are are significant differences between Key Development Areas of Hakka Culture and the areas where are not currently part of key development area of Hakka culture, that has obvious correlation between the relevant policies promoted by the Hakka Affairs Council. The “convenience” and “friendliness” of the environment where uses Hakka Language in the Key Development Areas of Hakka Culture has been promoted to a considerable extent, There has been a partial increase in the use of the people of Hakka in their homes and public places, at the same time, it is also significantly different from the non-Hakka cultural key development area. The survey results as mentioned above show that the institutional arrangements of the Key Development Areas of Hakka Culture has significantly promoted for the identity diversity about Hakka, as well as the use of Hakka language in the public and private spheres (Hakka Affairs Council, 2022). The project hopes to use the results of the surveys over the years, and consults the relevant opinions of the Hakka Affairs Council, to analyze the development trend of Hakka population and identity, explore the changing factors, and offer advice on policy recommendations such as language revitalization.
