Description
Land planning, development and management of the river basin is not coordinated in Taiwan. In fact,the management of river basin was short of wholeness plan. Therefore, the National Land Planning Act is passed in 2015 and will be executed as the core policy in the future land plan system. If the scale range of a specific regional plan includes the river basin itself, then the river basin environment, and finally society and economy, as a whole, must be considered. To take into account the climate change impact and natural hydrology condition, it requires the implication of homeland contingency precaution. The final goal is to reach environment sustainability through effective national land planning. In the aspect of sustainable water environment, the total usable water amount has to be considered in the homeland planning. However, land utilization, climate change impact and riskassessment management of homeland planning change the water requirement as well as the usable water resource. The purpose of this study is to develop a strategy planning approach of sustainable resource management and homeland planning in the aspect of water resource usage allocation. This strategy planning approach can analyze the interaction between homeland planning and usable water resource. In the same time, this strategy planning approach can be applied to estimate the water resource allocation. This approach can provide a theoretical base for wholeness river basin to help increasing resource management and homeland planning sustainability. With the help of different basin models (such as GWLF, SWAT, WASH123D and PHABSIM) which bearing different modeling resolution for analysis, this project investigates the water resource allocation in the study area. For the purpose of sustainable resource management and homeland planning, the CLUE-S land-use change prediction model, risk assessment system and climate change model are used to analyze the area water resource assimilative capacity and total amount allocation. This project provides a base study for the group plan. The result from this and other sub-projects will be shared and cross referenced. A three year period of study is suggested. In the current first year, we managed to formulate the land use model with CLUE-S and identified the parameters for the watershed models,i.e., GWLF、SWAT 及 WASH123D.
