Smart Grid has been approved by the Premier of Executive Yuan as one of the landmarkproject of “Master plan of energy conservation and carbon mitigation". Ministry of EconomicAffairs along with 7 other departments and agencies, which include The National Science Council,Atomic Energy Council, Council for Economic Planning and Development, Board of Science andTechnology Office of Executive Yuan, Department of economic energy and agriculture of ExecutiveYuan, Taiwan Power Company and Affiliated Agencies of Ministry of Economic Affairs will form a“Smart Grid Promotion Team", to promote Smart Grid in full force.The purpose of the SmartGrid General Project is to integrate the related research and development resources of smart gridand advanced metering infrastructure (AMI) in Taiwan effectively, as well as to work out the macrostrategy, process, and valid action plan encountering the challenges towards power system andindustry in the future. In order to achieve the prospects of energy security, reduction of greenhousegas emission, and development of renewable energy industry, it is essential to aid the developmentof power equipment industry and build up the electric network system of Taiwan with high quality,high efficiency, and environment-friendly orientation. This project is planned to be carried out intwo phases. In the first phase, from 2010 to 2013, the key technologies of microgrid, AMI,advanced distributed automation system (ADAS), and power management of smart home andconstruction, etc., eight pioneer projects will be developed first; then, the standards and norms inthe field of smart grid and AMI will be established; finally, the exhibition of the developedtechnologies of the pioneer projects will be carried out.In the second phase, from 2014 to 2018, it will not only transfer the technologies developed inthe first phase to industry, but also cooperate with the installation of AMI to complete theintroduction of electric power management mechanism such as time-of-use and real time pricing,and collaborate with the project of power distribution launching by Taiwan Power Company (TPC)to gradually promote the research results of microgrid and ADAS to TPC's system, and topopularize the power management of smart home and construction. The developed platforms insecond phase will be smart grid demonstration site in Penghu archipelago and virtual power plantdemonstration site in Taiwan. Moreover, the developed strategy is from the development ofproducts and systems to the establishment of smart grid standards and promotion of the smart gridinductries and finally to the products verifications and demonstration. The development objectivesincludes energy saving technologies, integration and enhancement of AMI, energy management ofdistributed energy resources, islanding operation of microgrid, strategic charging stationmanagement for electric vehicle, high power grid-connected converters, power quality improvementtechniques for electric power transmission system, key technologies of wide-area measurementsystem (WAMS). Furthermore, the works of the establishment of smart grid standards and thepromotion of smart grid industries are also extremely important.This project will carry out the duties of the office of smart grid according to the smart grid general project ratified by committee, Ministry of Science and Technology (MOST) in 2017. Thisoffice will work on the planning of Taiwan’s future smart power grid, the implementation andanalysis of Key Performance Index (KPI), analysis of economic benefits, international cooperation,international techniques conference, and coordination of related standards and norms, strategicplanning and related administration.
