The development of highway construction drives the economic growth of the region. Highway construction is closely related to the overall development of the country. In recent years, the number of new pavement construction projects has been shrinking. Each department authority is focusing on new ways to maintain pavement quality with limited resources and time. At present, many domestic road maintenance projects are facing insufficient local bearing capacity in the base layer. It is required to improve the existing base layer within a limited time to achieve shorter traffic control time while improving pavement quality has become a major issue for pavement engineers. Therefore, choosing proper materials and testing methods is the key to shortening man-hours.To quickly understand and ensure the strength of the base layer, Clegg Impact Soil Tester (CIST), Light Weight Deflectometer (LWD), and Dynamic Cone Penetrometer (DCP) will be used to measure the on-site data immediately, and along with the in-place soil density data for comparative analysis. The further comparative analysis will focus on the rolling compaction energy and strength development tendency between traditional crushed stone gradation and cement-treated base. The result can facilitate the speed and accuracy of understanding the actual base layer condition during on-site construction. Therefore, this project aims to conduct a comparative analysis through relevant test equipment and different materials to find out the suitable test method and the best base material for the department's jurisdiction.
