Establishing science parks is a widely adopted strategy to develop high-tech industries and facilitate innovations across countries. The success of a science park depends heavily on its supportive environment, suggesting that it could not be transplanted everywhere. As China is witnessed to establish many science parks across regions, this project aims to evaluate the degree of misallocation in R&D and its determinants across science parks in China. Borrowing the concept of resource misallocation developed in Hsiech and Klenow (2009), this project will calculate the R&D efficiency of science parks at first. It enables us to evaluate the degree of misallocation in R&D resources. Next, this project will examine determinants of R&D misallocation, mainly park characteristics and environmental characteristics.
