Description
Due to the dramatical climate changes in the recent year, the occurrence frequency and intensity of the complex natural disasters subsequently increase in Taiwan, leading unfortunate losses in properties and human lives. To reduce the impact of the disaster, including not only the counter-measure from the government, but also by sharing a common theme of engagement from the community resilience becomes an important component for such purpose. The community resilience in Taiwan has activated with the operations on community environment investigation, preparation of the division organization, response plan design during the disaster, and scenario rehearsal in sequence. However, this kind of operation is lack of efficiency in practice because of manual manipulations. The paper-form documentation is unproduced and hard to be updated further. In addition, the loss of the welfare institutes in the disaster is drawn more attention on since the institutes do not quite familiar with the related response against to the hazards. Therefore, this study proposes a cooperation with the geoBinAn information platform to serve as technical consultant on the basis of professional in disaster preparation, response, and recovery. The according response plan revision and the experience from case study will support the disaster mitigation of the community resilience and welfare institute.
