Two important milestones on the control of carbon dioxide emissions have been achieved in 2015. The first is the announcement of a new law on the reductions and controls of the greenhouse gas emissions by President Ma on 1 July 2015 (Chien, 2015). The second important milestone is the success of the United Nations (UN) 21st conference of parties (COP21) during from 30 Nov to 12 Dec 2015 in Paris (Paris 2015) to reach an agreement on the control of carbon dioxide emissions so that the rise of global temperature can be limited to 2oC at the end of the 21st century (Figure 1; Tollefsor and Weiss, 2015). The effectiveness of the law on the control of greenhouse gas emissions started from 1 July 2015, and the agreement on the reductions of greenhouse gas emissions reached in Paris 2015 both require painstakingly monitoring and modeling to verify emissions. In this research proposal, we intend to conduct continuous monitoring and modelling of ambient CO2 concentrations in selected park areas in Taiwan during the 2016-2017 period to collect data for attributing CO2 emissions from these heavy emitters. The purpose of this project is to develop techniques so that they can be used to quantify sources of immense CO2 emissions from industrial parksbased on the CO2 monitoring data.
