The proposed study is based on the Inter-Ministerial Cooperation Agreementsigned by the Ministry of Science and Technology (Department of NaturalSciences and Sustainable Development) and the Ministry of Economic Affairs(Water Resources Agency). The study focuses on the areas of Changhua andYunlin counties in the Choushui river alluvial fan. In the study, the researchissues include (1) investigations and analyses and implementations ofgroundwater environment data, (2) improvements of monitoring technologies forland subsidence, (3) analyses of land subsidence mechanisms and managementstrategies, and (4) investigations of seawater intrusion and the definition ofintrusion areas. The objectives of the study are to conduct efficient managementof research task connections and develop advanced technologies that cansupport the strategies of mitigating land subsidence in the Choushui rivergroundwater basin. The scientific verifications aim to understand the landsubsidence mechanisms and improve future monitoring, analyses, andmanagement of severe land subsidence areas in Taiwan. For groundwatersalinity issues in the distal fan area of the Choushui river groundwater basin, supplementary investigations and experiments were proposed to develop efficienttechniques for monitoring and managing groundwater salinity. In the first year ofthe four-year project, the main tasks focus on the developments of techniquesand characterization of subsidence mechanisms. The study reviews recent andnovel technologies and collects site-specific data. In the second year, the studyfocuses on the laboratory- and field-scale tests and analyses. These controlledconditions allow the assessments of environmental factors that might constrainand influence the implementations of the developed techniques. The tasks in thethird year are to conduct field-scale verifications for the developed monitoringtechniques and simulation models. The developed models aim to reproduce theland subsidence mechanisms and groundwater salinity dynamics with theavailable site-specific observations. Management strategies and operations arethen derived based on the developed monitoring techniques and models. In thefourth year, the developed techniques and models will implement in the entireChoushui river groundwater basin to monitor and manage land subsidence andgroundwater salinity.
