The public-private partnership(PPP) is the most common form of governance adopted by the current governments to enhance public performance. Contracting out is the most commonly employed policy tool in PPP; and the form of the contracting affects PPP performance. Since most contracting out in PPP providescomplex products and adopts complex contracting forms, relational governance is often used as a complementary mechanism for procurement contracts. Taiwan’s administrative agencies abide by the classic contract in the Government Procurement Act as a norm; in practice, when engaging in relational governancewith vendors, it is necessary to manipulate the interplay between control and trust. However, the challenges of accountability may arise from this dynamics. The research goal in this project is to carry out empirical study targeting multiethnic cultural and arts campaigns held by the Taoyuan City government, explores accountability issues arising from complex contracting dynamics, and proposes solutions, in order to improve PPP performance. In this project, a qualitative research will be adopted. In-depth interviews will be conducted withimplementers in administrative agencies, businesses, and ethnic communities’ people-in-charge involved in procurement contracts for promotion of multi-ethnic cultural and arts campaigns, including Minnan, Hakka, mainlanders living in Taiwan, indigenous peoples, and immigrant residents. Characteristics of thecontracting dynamics will be explored. The applicant will participate in the abovementioned representative ethnic culture and arts campaigns, in order to observe and record their characteristics. The project will be conducted over a period of two years. First, in-depth explore on the theoretical discourse of complex product,complex contracting, contract accountability, relational governance, and other research issues will be conducted. This will form a research framework to serve as guidelines for the empirical study. With this basis, in-depth interviews and participatory observations will be carried out. The local ethnic culture and arts campaigns procurement contracting dynamics and field inspection experiences will be integrated and refined, thus forming the research discourse for this project. Strategies for improving the challenges of accountability will subsequently be put forward.
